State comptroller’s audit report released on
November 16
Upon release of an audit report from the state
Office of the Comptroller, Voorheesville Central School District
Superintendent Linda Langevin issued the following statement:
“The Voorheesville Board of Education had a long-term and trusting
relationship with former Superintendent of Schools Alan M. McCartney
that now appears to have been violated. The district is seeking full
restitution from Dr. McCartney for contract violations and
unauthorized expenditures. Because this matter is now in active
litigation, we are unable to comment further on these aspects of the
audit report.”
The state Comptroller’s office on Thursday, November 16, 2006
released a report of findings after an audit of the Voorheesville
Central School District as it relates to district payments for
employee benefits and claims submitted by former administrators.
That summary was publicly released to the media prior to being
released to the school district, said Voorheesville Superintendent
Linda Langevin.
“Because we have not had sufficient time to review the audit, we are
not in a position to fully discuss its contents,” Langevin said.
However, both she and Voorheesville Board of Education President
David Gibson point to numerous steps the district has taken in the
last year to provide better safeguards and protections following the
previous OSC audit that found evidence of weak internal controls.
These include:

appointing an internal auditor and a claims
auditor;

hiring an external auditor, after issuing an RFP
(request for proposals);

hiring a consultant to review all internal
controls and recommend changes (and those changes are being reviewed
and adopted);

providing board training on fiscal controls;

and appointing a board audit committee.
“This has been a long and arduous process for
the entire school, and particularly the school district office,”
Gibson said. “Although there were internal controls that were weak,
actions have been implemented to correct those problems that were
identified by the Office of the State Comptroller.”
